This is not a high-volume bareboat hub like Croatia or Greece; the entire sailing fleet runs to roughly 35 yachts, skewed toward crewed sailing yachts, motor yachts, gulets and luxury superyachts rather than self-drive boats. The dominant character here is polished and intimate. Almost every charter begins at Porto Montenegro in Tivat, a glittering 5-star superyacht marina of around 450 berths just 7 km from Tivat airport — the only true volume bareboat base in the country. Marina Kotor, tucked inside the UNESCO-listed walled city at the head of the bay, serves as a secondary departure point for some bareboats and gulets, while Portonovi (Herceg Novi) and Dukley (Budva) act mainly as luxurious stopovers and turnaround stops.
The cruising heart is the sheltered Bay of Kotor, reaching some 28 km inland — calm, flat-watered and forgiving for beginners. A classic inner-bay loop runs Tivat to Perast, pausing at the man-made islet of Our Lady of the Rocks, then on to Kotor's medieval walled town at the very head of the fjord. Herceg Novi offers a sheltered anchorage near the bay mouth. Venture out to the open coast — an easy day-sail south — and you reach Budva's old town and the iconic luxury resort islet of Sveti Stefan. A typical 7-day bareboat itinerary: Tivat, two nights around Kotor and Perast, out to Budva and Sveti Stefan, then back into Boka Bay via Herceg Novi. Note that Dubrovnik lies tantalisingly close (~20 nm), but most bareboat contracts confine you to Montenegrin waters; the Croatia run is a crewed-yacht privilege.
The workhorse wind is the afternoon Maestral, a steady sea breeze of roughly 10-20 knots that builds through midday — ideal for relaxed sailing. Inside Boka Bay the seas stay flat and beginner-friendly, though mountains funnel occasional gusts off the hillsides. The winds to respect are the Bora, a cold, sudden, gusty north-easterly that is demanding but mainly an off-season concern, and the Jugo from the south-east, which brings rain and larger waves. Open-coast legs to Budva and Sveti Stefan, and any cross-border passage, are intermediate-to-advanced; inside the bay it stays genuinely easy.
The season runs April to October, peaking June to September. June and September are the sweet spot — warm, settled and less crowded. Summer sea temperatures sit around 24-27°C, dropping to a chilly 13-15°C in winter. High summer brings the liveliest harbours and the superyacht crowd; the shoulder months reward those who prefer their anchorages quieter.
Provisioning is straightforward around Porto Montenegro and Tivat, with the marina's 5-star facilities close at hand. Bareboat skippers must hold an ICC or RYA Day Skipper certificate plus a VHF operator's licence and bring the originals; if you do not sail, a professional skipper or fully crewed yacht is easy to arrange — indeed it is the local norm. Budget too for the compulsory Vignette cruising permit, bought at a Harbour Master's office, and a small tourist tax on arrival. The reward is a coastline that feels like a private fjord: medieval ramparts, a church on a man-made island, and the afternoon Maestral filling your sails beneath the mountains.
