Pula sits at the southern tip of Istria, in Croatia's north Adriatic, and makes a relaxed, culturally rich charter base that feels a world apart from the crowds of central Dalmatia. The character here is unhurried bareboat sailing — monohulls and catamarans on short, sheltered hops along the Istrian coast — with crewed and skippered options for those who would rather not sail themselves, plus motor yachts and day-charter excursions. Most charters begin at Marina Tehnomont Veruda, the main fleet base in a deeply sheltered bay about 5 km south of the city, with some 630 berths and boats to around 40 metres. In the heart of town, ACI Marina Pula offers around 190 berths directly below the Roman Arena, ideal for provisioning and the old town, while Marina Pomer on the Medulin side suits an early run toward Cape Kamenjak and Kvarner.
The cruising ground is the north Adriatic: the Istrian west coast plus a crossing to the Kvarner islands of Cres and Lošinj. A classic week from Pula runs Day 1 to Brijuni National Park, a short hop to a Roman and Tito-era island park where you moor in Veliki Brijun port; Day 2 on to Rovinj's Venetian old town or Cape Kamenjak's Portič Bay (around 17–20 nm); Day 3 across to Unije; then Mali Lošinj and Susak, Cres with the Osor canal and Valun, and back toward Istria to return on Day 7. The Lim Fjord and Vrsar are easy add-ons. Legs are mostly short, 10–25 nm, with one open crossing of the Kvarner Gulf — relaxed sailing well suited to families.
Summer sailing is shaped by the Maestral, a thermal NW sea breeze of about 2–4 Beaufort that builds in the afternoon and is ideal for downwind, reaching passages. The hazard to respect is the Bora (Bura): a cold, dry, very gusty NE wind, typically 5–7 Beaufort with far stronger gusts, strongest in winter and spring but possible year-round. The Kvarner Gulf sees the fiercest Bora in Croatia, so the open crossing to Cres and Lošinj demands a settled forecast. Jugo (SE, rain) and sudden Nevera thunderstorm squalls round out the picture. Difficulty is moderate: the sheltered Istrian coast is beginner-friendly, but gusty conditions reward weather awareness.
The season runs April to October, with the prime window June–September and July–August the busiest, when the Maestral is most reliable. Sea temperatures climb from about 17–18°C in May to 22–23°C in June and a peak of 25–26°C in July and August, easing to 20–22°C in September and 17–19°C in October — comfortable swimming from June right through to autumn. Shoulder months reward you with quieter anchorages and good sailing, at the cost of more Bora and Jugo risk.
Provisioning is straightforward, with both Veruda and the in-town ACI marina close to supplies and the old town. Bareboat charter requires the skipper to hold a recognised licence plus a VHF certificate, with a crew list and vessel papers; standard Croatian sojourn tax and a navigation safety fee apply, and a permit and entry fee (from roughly €30 plus mooring) cover Brijuni. If you would rather not skipper, a crewed or skippered yacht is easily arranged. Picture an evening at anchor in Portič Bay, the Arena's silhouette an hour behind you and the Kvarner islands waiting on the horizon.
